The primary model is a ladybug with a leaf in front of it on an otherwise bare frame. The theme pieces like puff's head are put on the frame instead of the leaf. Look at some coasters here: http://rcdb.com/r.htm?ot=2&ml=8103 to see what I'm talking about. If you've played RCT it's probably familiar. Looking closely at some pics of puff it seems that the shape of the ladybug faces appear on every car other than the front one, but they're painted to be less obvious~~. Are you sure that the park named it based on the dragon head, and not the other way around? That is, the park could have special ordered the dragon head because they wanted to name it after fire dragon but it looked like a ladybug.
